Your garlic is doing great--it will stop growing until the conditions are right in the spring, and then will take off. Don't worry about keeping it from getting too cold. The bulbs are hardy and will survive, although you may see some yellowing at the tips of the leaves.
Your rosemary may have suffered a temporary drought. Sometimes a lack of water will cause the branches to dry out, and then when the rains come, the tips green up because that is where the new growth is. There may be other causes, and other posters will have more answers for you.
Gardening is a great mystery sometimes. We just keep on digging and hoping, and occasionally it all works out! Having this website as a resource sure is helpful!

Rosemary gets old and loses it's leaves toward the center with all green on the ends -- which would like to make themselves some roots and form new plants. You could allow them to do this and then get rid of the old, barren parent plant.

As westelle says old rosemary branches will get brown leaves at the base. Rosemary will take very heavy pruning and rejuvenate afterwards. You could try cutting one of these brown branches right back. I think it will probably resprout healthy green. At the same time you could take some cuttings using the green tips.

thanks so much! I've recently rooted some rosemary just in case it dies as I've become quite addicted to cooking with it, but hopefully some prunning will do the trick! Also I bet you are right about the drought, marlin because we seem to get one most summers here. I'm also relieved about the garlic!

So spring is here and the garlic survived the winter and is now knee high, the rosemary has recovered and is preparing to take over a portion of its raised bed! I also did root some to plant elsewhere, it was a lot easier than I would have expected.
