Look at Hobby Lobby or Michaels both had small lucite grinders in the area for wedding table decoration. Practice on making the filling before purchasing as you should have even sized pieces or your seasoning will not be even tasting.

I got some really nice ones at Cost Plus World Market last Xmas for a Pepper Seasoning mix I made to fill the grinders and give as gifts.

Does a coffee grinder work the same? I bought a coffee grinder as a kit for Christmas gift for my dad, he planned to use it for his herbs. Those should be out now in stores. It will come with a few packs of coffee beans, a mug, and the grinder. Sometimes just the grinder with a few bags of coffee beans. Not sure it that helps, there's always mortar and pestle. You can get those from herb catalogs. They are usually a soapstone rounded convex bowl and a handle with a round knob or egg shaped bottom made of the same material. You put your herbs in there, smash them and grind them in the bowl with the handle withe ball at the end pressing down on them.
You can always get the pepper grinders too, I've seen them at the dollar stores.

A coffee grinder should be in every herbalist's "toolbox!" They work great for a variety of dried herb types.

I think Nancy is looking for inexpensive, decorative grinders to package her seasoned salt in, not ways to grind herbs for her own use.
