Outdoor Sage plant

I have a healthy sage plant that was planted from seed outdoors last year. I live in NC where the weather is getting pretty cold, and with the cold, the leaves have started to droop. My two concerns are the cold and the amount of space the plant has. The sage is planted in a concrete block that lines my garden bed. I've posted a photo of my garden when it was first started so you can see the layout and the size of the blocks the sage is planted in (the holes are small). There is no bottom in place, so I'm sure the roots have reached the earth by now. Should I remove the sage from it's spot into a pot to bring indoors for the winter, or should I let it tough out the cold? If I should bring it indoors, what's the best way of doing that without shocking the plant? Thanks!
