While tryig to help around the house, my brother-in-law cut my ROS down to the ground thinking it was a dead shrub. What are the chances it will grow back?

Your chances are pretty good, especially if there is some of the stem still above the ground. Once established they are very hardy and forgiving. Cultivate the soil and fertilize with MiracleGro, Schultz's, Peters or similar 20-20-20 fertilizer at 1/2 the recommended strength on the label. Next, go by the hardware store and for less than $2 you can buy a 10 feet length of 1/2 inch white PVC pipe. Use a saw to cut a 2 feet piece of PVC pipe and hammer several inches into the ground next to your bush so it doesn't get mowed down again.
