Starting a new plant from my hibiscus

How do I cut the plant to start a new one? Mine is not doing too great after this winter but new growth is happening

    Choose a tip that has new growth. Cut twelve inches from the top at an angle. Use a sharp knife to scuff the bottom of the cutting and dip wet stem into powdered rooting hormone. Put the cutting into a small pot filled with perilite. You must keep this pot moist and warm. You could try using a large ziplock around the entire setup to keep the humidity high. In the summer it takes my cuttings 4-8 weeks to begin new growth. Carefully remove the perilite after growth is seen. Try multiple cuttings in the same pot at the same time. Hope this helps. P.S. YOU NEED TO KEEP THE CUTTING WARM AND MOIST.
