Okay to prune now?

I don't see any new growth on hibs I planted last spring which did amazingly well considering I planted it! My question is: Is it okay to prune it now and how far back should I cut the branches? We are still pretty chilly here by my standards - had pretty good frost earlier this week. Thanks for your help.

Rule of thumb is to cut back no more then 25%. Time to trim is when new growth will not be effected by frost any longer.
