Different care for different types?

I have several different varieties of hibiscus in my garden, all growing at different rates, and all seeming to handle watering and bugs differently. My main concern is a beautiful little bush planted last spring that is really struggling this spring. The bush stems are almost spongy, and growth is stunted, often not getting past the stage of a short, curly little brown clump. Is it getting too much water? Is it being attacked by some bug of which I'm unaware? Not enough sunlight (it gets partial sun...but more shade than sun)? Thanks for any help! I really want it to survive, as it's blossoms are really beautiful.
