Moscheutos Hibiscus

Last year I ordered six of these rooted plants, then planted them as soon as I got them...Ever since spring has arrived, I've kept a very close eye on the plants, but have yet to see any sprouting leaves of any kind...I have never grown these before, so I want to make sure I do whatever it takes to get them to grow. The ones I have bloom pink, red and white. Should I fertilize....and if so, what type?

This is the first time I ordered these have no Idea about planting them. I put the stick part in the ground and left the thinner part out of the ground. There was no directions how to plant it. Im just wondering if I planted it right any info on plant would be nice to know
