New hib mail order - howto speed up growth

I got a red hardy hibiscus dinner plate type via mailorder. I planted it and in 3 weeks now it has a green stem 3 inch tall leaves curled up. is there any fertlizer I can feed to speed up the growth or is this growth normal pace?

    They are heat lovers and your plant is small as it gets settled in and it starts to warm up it should kick in more grwoth. Consider a 3-1-2 ratio fert with micros if you haven't already. Soluable every two weeks or granular once a month til Sept.
