Need help identifying bug on my hibiscus ...

My hibiscuses seemed to be doing well, blooming nice pink flowers.

However, at a closer look I noticed an infestation

on the springs. It looks like lots of dark round eggs. I searched for bigger bugs but couldn't find any. For 3 weeks in a row, once a week, I sprayed them with "Ortho-Systmic Insect Killer", but I can't notice a difference.

My questions are:

1. what am I possibly dealing with?

2. should I prune the infested branches?

3. should I use oil-based insecticides?

    I would take my hose and really hose the whole plant down, as hard as you think it can take.
    Then get a spray bottle from Walmart, fill with water and add a small amount of Dawn dishwashing soap. (not alot) just a little.
    After the hard shower, spray every leaf on the top AND bottom with the Dawn bottle(sprayer) and then spray the inside limbs well.
    Don't rinse it. Let it dry.
    Next week, check to see if it needs another spray with the Dawn bottle or not. (give it 7 full days)
    DOn't panic if some of the leaves turn yellow and fall off, just keep it well watered, it will be ok.
    Dawn and a spray bottle of water with a hard shower has always worked for me. Be patient, if it doesn't do the whole job with 1 application, spray it again 7 days later.
