Hibiscus buds dying and dropping

The subject speaks for itself. I'm in Silicon Valley and have a front planting area that gets lots of sun. We recently planted a couple of new hibiscus shrubs and most of the buds are turning brown and falling off. What's my problem?

there could be several options:

if its a recent planting - my first thought would be water/sun combo. maybe they don't like where you put them?
does the soil drain well? is it too dry?

its possibly bugs. if you check out the pests section of hidden valley hibiscus, they have a great rundown on what damage they do.
