Starting hardy hibiscus seeds?

Just bought Luna Red and Luna Pink seeds online. Instructions say to nick the seeds. I'm assuming this means with a nail clipper?

Should I direct sow or can I start in a pot?

Also, I'm in AZ. Can these be planted in fairly strong sun or should I give them some filtered sun, like I do my tropical hibiscus?

I have never bothered to nick the seeds, just soak them for a couple of days in a shot glass near the kitchen sink so you don't forget them, and they will soon break their cotalydens, then plant them.
