Hibiscus disease

| Can anyone advise me on the disease attacking the leaves on my hibiscus hedge? Yellow green 'bubbles' appear on leaves, then become knobbly all over and curl up. Picture is on the gallery page. What is it? What should I do? |

| Very difficult to see detail in such a small photo. Perhaps crown gall? If so, discard the plant. |
