Sunset HIbiscus problem

Hello all,

This is the second year I have grown these beauties from seed. Started indoors, under lights, the plants are now outside, growing well.

One plant, though, has puckered leaves, and on the underside there are tiny specks, that look almost translucent. All I can think of is micro-specks of silicone beads. They are easily brushed off the leaf. I can't tell what kind of pest this would be, and what the treatment would be. I thought the Abelmoschus Manihot was relatively free of pests...? :(

Any help would be most appreciated!

    I traded for Sunset Hibiscus seeds. I started them inside and moved outside when it warmed up and they died. I have tried the 2 years in a row with no luck. I would love advice on them - so if i get more seeds maybe i can get them to grow!
