Hardy (dinner plate) hibiscus

I have had 3 different colored hardy hibiscus planted in my front yard for 4 years now. They are a perennial and have bloomed beautifully every summer. However, this year they have come up, about 12 inches, and the leaves are all curled up. They look like ferns. They are not growing or doing anything, just sitting there like ferns.

I love these plants and don't want to lose them. We have had adequate rain and sun so far this year. What could be wrong? Are they lacking a nutrient or fertilizer. I have not given them any fertilizer yet this year. Please advise me on what I should do with them, thanks so much, Debbie Hughes
