brown medium sized flyer eating my hibiscus!

I have searched for an answer and have had no luck as to what this bug is. It looks like a small round brown moth/fly thing it is all over my hibiscus. What it seems to be doing is biting the flower stems off.

It is not a spider mite saw pictures of that. It's too big to be aphids. I thought about using a soap spray will try that tommorow. If I can get a picture of this evil bug I will post it. All my hibiscus are outside. I don't normally like to spray pesticides. Any recipes would be much appreciated. I have not seen this on my other flowers except one daylilly had its blossom chopped off as well. Thanks for any help.

    Try this:

Spray three times, 7 days apart, be sure to get under the leaves also. Spray ONLY in the cooler part of the day.

    1/3 cup Murphy's Oil Soap
    1 gallon water.

Thanks bruggirl! BTW I love the smell of murphy's oil soap it makes sense it would be good for bugs because of the oil in the detergent. Will try!
