eating hibiscus leaves

Some bug is eating holes in my hibiscus leaves. I saw many of these creatures this morning, but have no idea what they are. They look like tiny mosquitos. They have wings, and a yellow or green middle section. They fly from leaf to leaf. There were about 5 to 10 on one plant. Any ideas of what these are? I have already tried spraying water with garlic on the leaves, as well as spraying soap mixed with water, as well as an insecticide from Home Depot. Please help!!
