Hibiscus bug eating base/stem of leaf

I have some bugs eating at the stem of the leaf, which ultimately breaks the leaf at the stem, and kills the leaf. Haven't actually seen the bug, just the damage. Anybody know what bug it might be, and how i get rid of it? It's not the Japanese Beetle...as i have taken care of that problem already. And it's not a water issue. thanks.

Good luck. I've had something eating the flowers out as they are about to bloom only on one plant for whatever reason. I never see bugs only a hole through the emerging bloom.

Armored Scales do that to mine.
