Best Propagation Method??

Greetings-

I'm trying to decide which method is best for getting more perennial hibiscus....root cuttings, or stem cuttings? Never done this before. To those with this experience, can I take stem cuttings and root in water like you can with annual hibiscus?

Any advice would be greatly appreciated. Thanks for you time!

    I have 8 stems rooting by layering right now. I fill pots with soil and take low growing limbs and lay them down across the pot, add soil on top and put a brick over it to hold it down. Water daily and before long you have new plants. Sometimes I split the side of the pot and put the limb through the side to get it yo fit.
