Rose Of Sharon Disease Help

The photos aren't that clear but, the top of the leaf it mottled and the bottom has these brown bumps which can be scraped off but, very difficult. This plant is still in a greenhouse pot. I need to know what this is and how it can be treated. So, please help.

Downy Mildew. It must have came that way from the garden center. I made a mixture of 1 gallon water, 5tsp baking soda, 5tsp of peroxide and sprayed the plant. I also clipped it down below this and burned clippings. I wanted it bushier than it was anyway.
