Blue Bird hibiscus buds not opening

| My hibiscus has been filled with buds for a couple of weeks. They are very slowly getting larger, but haven't opened. We had a late freeze, so it was late putting out leaves. When can I expect it to bloom? It seems late this year. Is there anything I should do? Also, what is it's water requirement?
