Hibiscus dormant?? for more than a year???

Hi everybody,

I am new to this forum used to go through the forum for a long time but registered recently.

I am having a hibiscus which is 4 years old which used to bloom daily and through out the year. There was a very bad aphid problem a year ago and it was solved by manual removal and neem oil spraying. Since then there is no aphid problem but the plant has stopped blooming and there is no growth whatsoever. The leaf count is also around only ten at any point of time in the past one year. The leaves are looking like bleached. Please help!!!

What kind of hibiscus is it?
Is it a hardy? Are the leaves shiny? or more dull?
No neem oil on hardy hibiscus. Dull leaves.
Only on shiny tropical hibiscus.
