Re-Asking Q about Hibiscus Size

Reposting with picture. This hibiscus is from Tradewinds, and it's the type that is used for landscaping on boulevards, buildings, etc. They are mass-planted, like they were begonias or something, and don't get very large. The label says they won't get more than 18" tall. Is this really true, is this really a dwarf hibiscus, or have they been sprayed with a growth retardant? It's about a foot tall right now, and has a solid yellow single bloom that's about 4", not a really large bloom.

    The growth habits of plants are due primarily to genetic predisposition, but to some degree affected by cultural influences. It's possible that at some point a growth regulator (like BONZI e.g.) may have been employed to help control height/internode length. Generally speaking, 'BONZI' and similar growth regulators have a longer residual effect on plants in containers, but the effects should be still be considered evanescent, unless a regular treatment program is implemented/maintained, especially after the plants have been planted out.
