Hibiscus flower with no petal?

Has anyone encountered Hibiscus plant that the flower does not have a petal for propagation?

I bought this at Walmart...

Forgot to add, the tag states Wal-mart gardens sun shrug Pink Hawaii Hibiscus "Hibiscus Rosa-sinenis"

Then do cuttings, removing most of the leaves, dip in root tone to help growth and place in a well shaded area and keep moist. then wait until it get lots of roots before transplanting in your garden, etc.
