ROS seed "buds"

I have a new ROS blue satin. It bloomed for a while and then the flower buds would not open. Well I found out they were full of seeds and not flowers. Should i cut the seed buds off or leave them alone.? This is a 7 Gallon ROS and this is it's first season planted. My much larger "red eye" is blooming like crazy with no signs of setting seed. They are side by side if that helps or hurts.

Once the seed pods are dry they can be harvested. After they bloom they form seed pods. but not all ROS produce seeds. Those you do cuttings to propagate new starts.
