Best time to transplant lord baltimore

Hi! I need to move 2 Lord Baltimores...they are getting too much shade now (same spot 7 yrs) and hardly blooming at all. Also getting more sparse each year. I don't want to lose them and would like to relocate them. I live in zone 6b and normally move such things in early spring but I don't know if they can stand another hard winter...think I could move them in Sept and they would make it? Any help?
