no buds maturing on my Hibiscus?

Bought this plant at Walmart this Spring. Was covered in beautiful blooms then. Now it grows buds, but they drop off before maturing. I fertilize every 3-4 weeks with Scott's blue water diluted, and water every few days, it dries out thoroughly between waterings. Full sun most of the day. There are a few yellow leaves, too. What am I doing wrong?

I'm far from an expert, but here's my short answer... WATER!
Don't let them dry out... Hibiscus plants love water.
