hibiscus?

My neighbor has planted some low-growing plants that look A LOT like hibiscus, but the leaves are thinner, not shiny. The flowers themselves, when fully open, are perfectly round, and each petal has teeny little sort of pleats. I wondered at first if this was okra, but the majority color is a deep, almost maroon color - absolutely gorgeous The others are white with some pink in the middle, and pink with that maroon color in the middle. They are VERY hardy in our brutal heat here in New Orleans. She says it is hibiscus, but she's a little...unstable at times, and will not allow anyone over her property line, so it's hard to get a straight answer.

Here are the pics I was able to get. They do no justice to the deep, rich color. These flowers are the size of saucers and the plant itself grows no higher than 24"-36"
