non-blooming confederate rose

My conferderate rose is not blooming this year. Could someone give me some advise on why and how to encourage it to bloom? Thanks.

    Hi,I live in La. it is too early here.Will bloom in October.Mine bloom every year,but not this early.Hope this helps.

    Mine is not blooming either....glad to hear it is probably timing and not the lack of rainfall this year...
