Rose of Sharon tree form

planted last spring, did beautifully - leaves and blooms. Wintered with trunk wrap and mulch. This entire season it appeared to be dead - bare branches only, no leaf buds, no nothing. However, a couple of weeks ago some green leafy shoots have begun appearing at the base and lower third of the trunk, so we know it's alive. Should these shoots be removed or allowed to grow? How do we keep the tree form intact?

Sounds like the plant died from the ground up. If you cut the off-shoots you won't have a plant. Leave them and let them grow.
