Hibiscus Stem/Bud Drop

I have 5 Hibiscus plants, 3 in back yard 2 in front. They are all dropping their very pre-mature buds about 1 to 2 inches down the stem. The leaves seem to have small holes in them but otherwise look pretty healthy. They are all fairly new plants. Please advise on cause and treatment.

Sounds like you have insect problem.
