White Flies?

I have these itty bitty white flying things all over my six hibiscus plants? Are these white flies? Whatever they are, I can't seem to get rid them.

Mix up a concoction of 1 part hydrogen peroxide, 3 parts water and a few drops of regular dishsoap (not antibacterial). Put it in a sprayer, I spray 2 or 3 evenings in a row and take a break for a couple evenings then spray again. Good Luck!
