Looks like a real serious case of mealybugs. Neem oil often helps but may need two or three sprays. I also add veggie oil to help it along. Add several 3 or 4 tbsp. per gallon of water helps to smother the guys.
Never spray it when it is sunny and hot best very early in the morning or just as the sun sets.

| I would do the 7 day for three cycles to nail the adults and the nymphs. |
