potted hibiscus in part sun NYC yard. Is it too late for flowers?

Hi all. About 2 months ago I rescued a hisbiscus from someone's garbage. :-) At the time it had about 3 flowers, and also evidence of very tiny bugs, and a few yellow leaves.

I took it home, put it in a good sized pot with ammendments, and sprayed it with a natural pesticide. The plant is now very healthy looking, but has not developed any new flowers, but lots of new leaves.

Is it too late in the year now for flowers, or could it be that the plant isn't getting enough sun for flower development?

    I propagated a cutting from a tropical double salmon hibiscus that was still blooming in mid December! It IS possible, but that depends on the kind of fall we get.
