Rose of Sharon in cool coastal CA?

I was quite smitten by the Rose of Sharon growing at Gilroy Gardens and wonder how it will grow in the Berkeley (cool foggy summer, mild winter) climate. Is it less than fully deciduous, maybe even semi-evergreen? Does it resent cool summer, or suffer from powdery mildew?
