cutting back rose of sharon

Hi! I transplanted 6 rose of sharon bushes from a neighbor's garden in the spring. They are about 5 feet tall, and pretty "spindly." I want them to act as a privacy hedge. Can I cut them way back to encourage thicker growth? When is best to do so? I'm in Brooklyn, NY. Zone 6, I think.

    kimbaby, the tips of Rose of Sharon do freeze a bit and I would not prune them back until mid to late of April.
