Hibiscus not flowering

I have had a hibiscus for about 3 years and it flowered for 2 of those years. Until my husband pruned it. It has only had 1 flower in the last year. Now it is droopy, lifeless, and the few leaves that are left are yellow. We fertilize it according to directions with either Shultz or Miraclegrow. Should we repot it? We repotted it 3 years ago when we first got it. I really want to save this plant if I can. Help!

Droopy leaves. Sounds like it is sitting in a drip pan with water.

I also have a plant that bloomed the past 2 years and this year not a single bloom. It is potted and was outside all summer. We have now brought it inside. I pruned it back in the spring and it grew back nicely, but all leaves and no flowers. Any thoughts on why there were no flowers?
