What can I do to make the buds open?

My Confederate Rose has lots and lots of flower buds. I haven been waiting for them to open for a long long time. It is watered every once a while, it get lost of sun, the weather is still nice. I can't wait to see the bueatiful flowers.

Will the buds open before the frost kills them, like last year?

Well, after a ady and a night of on and off rain, a few of them started to open. Maybe it is still a watering issue.
