webby looking infestation

Have this white, tacky feeling covering on a few branches of a couple of hibiscus trees we have. Dawn and water so far don't seem to be doing anything with it. Thanks for any suggestions.

    Can you isolate a branch against a solid background, perhaps piece of cardboard, so that the branch will be in focus?

    Thanks for trying. Can you see that the focus is on the board *behind" the branches? You should have sort of "bracket" that is outlined to show you where the focus is.

    Anyway, looks rather like aphids, mealybugs, or a cottony scale.

    Can you wash them off with a harsh water spray? If so, do so and repeat as needed.

    If not, I suggest you take a sample infested branch to your county's Extension Service office.
