Brown bumps on my hibiscus

I have a hibiscus that used to be beautiful, but I have been struggling with for a while now. There are brown bumps on the branches and the leaves are sticky. There used to get webbing but I used an insecticide and there are no more webs. What are these bumps and how do I get rid of them?

They are the scale insect. Spray with horticultural oil, according to directions. A pint costs about $12 at Lowes.
