Does anyone know what these white specs or eggs are????

I live in Florida zone 10. I have seen the Shri lanka weevil everywhere and I know they are eating the leaves...But don't know what the white things are. This Anderson crepe Hibiscus is dying.

I am having the same problem, and I had thought that they were mealy bugs, buts turns out that they are snow scale.
I am still trying to find a way to get rid of them.

Insecticidal soaps usually work on scale. Be sure you continue to spray as directed on the bottle. I think you will have to do multiple sprays, as new eggs hatch out, to catch all the yuckies.
