| this site might be helpful: www.aphis.usda.gov/npb/F&SQS/hisq.pdf It is not as restrictive as it sounds. Most seeds are allowed. Just cumbersome to clear. We have so many plants and animals that have been imported and beome invasive. Many cannot be controlled.
