growing grass

Hello, I live in Ewa Beach and need to begin a new lawn. The lot we live on has no grass at all, just a bunch of weeds! My parents had red dirt brought in to cover the rocky, gravelly, mess that was there originally.

Basically, the lot has been vacant for nearly 25 years before my parents built houses on it. Now we'd like to start a lawn but are at a loss on what kind of grass seed to buy or what steps to take to begin. The lot is huge, so sod is not within my budget. Oh, the lot gets full sun all day. We have palm trees which are very tall, so not really any shady places. Only one area where there is shade is around the mango tree.

Questions:
Do we till the entire lot? Do we spray weed killer everywhere or pull them? Do we need topsoil or will the red dirt suffice? (the weeds are growing wonderfully in it)
