wrinkled leaves

I have Tamatillos that the top of the plants the leaves are wrinkled and none producing. The none wrinkled areas are producing. I had the same thing with hawaiian peppers so I cut the plant down to the ground. The pepper grew a new stalk and now produces well. Does anyone know how to treat the wrinkled leaves or what is the cause.

I've had leaves go wrinkly on tomatillos, tomatoes, and peppers too. From careful journaling, I determined that stress to the plants causes it. In California, the stress was cold weather. Here in Hawaii the stress tends to be caused by underwatering (since cold isn't a problem).
