brackish water seaweed for organic fertilizer

If anyone is familiar with Hilo and "ice-pond" or Wailoa State Park, I was wondering if I could somehow use the floating stringy seaweed as fertilizer for my veggie garden. It's the same seaweed that Mullet fisherman use for bait at Wailoa. There's Tons of it at ice-pond (which is mostly fresh spring water) and at various Keaukaha brackish ponds. I know it's high in Nitrogen, so i thought it'd be a good fertilizer. If it is, how do you use it? directly on soil? compost it? stew it? I make compost tea and I thought I'd add it to my mix.
