starting new best after winter solstice?

i want to repot and fertilize my strawberries and put new seeds in for veggies. now it is november. is it best to wait til after winter solstice? i noticed that there is much more growth going on soon after that date and more seedlings come out than before. is there any science to this?

Now's a great time to grow cool loving veggies like peas, lettuce, and cabbage, although even the heat loving peppers and tomatoes are doing fine. I highly recommend Kathy Oshiro's book, "Growing Vegetables in Hawaii". She also has a book on growing fruits, which includes info on strawberries.
