Coir Wattles on hillside

Hi:

We are planning on planting a steep slope this spring. I was going to use 9" coir wattles. I would put them in criss cross manner to form diamonds of 10 sqft each (our total slope area is 800 sqft). then fill up with 9" fill. Then plant with sage, Echinacea and more perennials and grasses. Do you think it is a viable solution? Anyone done this before? Our slope is rocky should I do something before putting the fill? Do you think the roots would go through the original soil and bond the 2 layers so to stop it from eroding? The coir would stay for a couple of years by which the plants should establish. Please give me all your opinions - Thanks
