Homemade cart plans?

I don't know where to ask this question, but I have a feeling it might be in line with homesteading issues...

I need a two-wheeled garden cart. I can't afford to buy one. It's ok if it falls apart in a year or so. I just need something right now cuz I'm not allowed to lift more than 10 lbs for awhile.

A regular wheelbarrow is no good cuz I need to be able to roll bags of whatever into the cart. Lifting and balancing a one-wheeled wheelbarrow (especially since we have some wicked slopes in our yard) would violate the 10 lb rule.

I have most of the materials need to build one and make the cart & handle part.

The only part I lack is how to assemble a simple axle with a pair of children's bike wheels. I can probably afford the hardware needed (if it's less than, say, $10-20 or so). But I don't know what hardware I need.

Do you know of a site where I can learn this?

This is a very rough idea of what I'm talking about (pardon my lack of pencil art skills!)
