Well, I took them both out of the pots and rinsed all the soil off of them. I saw no obvious signs of fungus or bugs. The crowns and roots on Grand Tiara look good. Good solid and white dormant crowns, too. I took off a couple of damage leaves that hadn't shown obvious signs on the surface or above but on the stem. The leaves showing have no signs of any problems. I dipped them in bleach and water and then put them in fresh soil as I figured putting them back in the same soil would probably be redundant and if the problem IS fungus or bugs, they would be in the soil, too. Grand Tiara looks pitiful as only a few leaves left but it is healthy. Minuteman had little if no problems. I think it was just the change and older leaves? As for the vincas, 1 plant is a complete loss but the other is fine and healthy. I will get pics in a few days to show you how GT and Minuteman are doing and if it worked.
