Because, at least in my experience with co-op types, Esther, these A******* are control freaks. We have a few neighbors that are trying to get a HOA going. LOL They are not having much luck at all. I went to a meeting they had to try to get support for it in July. They don't like me very much, I'm happy to say : ) We live in a relatively quiet, middle-class suburb, where most folks keep their properties respectably nice-looking. Most folks in the neighborhood that I've met/know are pretty friendly, yet they mind their own business. I'd say we got lucky. compared to what could be. If it ain't broke, don't break it.

I, speaking for me and my family, would rather not be told what color schemes are approved for house paint, what colors are OK for Christmas lights outside, etc.

I'm certainly glad for you that those 'Landscape Workers' actually gave you some space, giving you room for those 6 hostas. They didn't do it intentionally, I know that.
